This meeting took part in Frankfurt upon Maine. An election was called into national assembly. It should prepare German constitution. The committee suggested creating of federal state in which particular estates abdicated to their rights in favour of central federal power. Suggestion was especially for central army commanding, foreign policy, integrated civil and criminal law, business policy, establishing integrated weights and measures and integrated monetary system, which would remove away basic obstacles for creating of unified German state and development of capitalism. The assembly was interested in keeping a unified procedure. Vorparliament adopted a resolution on general and direct election.
